Marc Cucurella equalised midway through the first half, only for Steve Kapuadi’s second-half header to restore Legia’s lead.
Chelsea pressed late on, with chances for Jadon Sancho and substitutes Noni Madueke and Tyrique George, but couldn’t find another goal.
Though the defeat was frustrating, Chelsea remain in the hunt for silverware and could become the first club to win all three of UEFA’s current major competitions.
