The Association of Local Governments of Nigeria (ALGON), Osun State chapter, has accused the Central Bank of Nigeria (CBN) of illegally opening accounts for local councils with members of the All Progressives Congress (APC) as signatories.
Speaking at a press conference in Osogbo on Thursday, ALGON chairman, Hon. Sarafadeen Awotunde, said the plot was confirmed when APC governorship aspirant, Mr. Kunle Adegoke (KRAD), revealed on live television that APC loyalists had been inserted as signatories in place of statutory council civil servants.
“This is a brazen illegality and a scheme to divert the people’s funds into private pockets. By law, only recognised civil servants — Heads of Local Government Administration, Directors of Administration and Finance — can sign council cheques. Politicians have no such powers,” Awotunde said.
The ALGON leadership insisted that those parading as APC council chairmen were already sacked, citing court judgments of November 30, 2022 (Federal High Court, Osogbo) and June 13, 2025 (Court of Appeal, Akure) which nullified their elections.
According to ALGON, genuine civil servants were turned away by officials of the CBN in Osogbo when they attempted to open council accounts, while APC loyalists were allowed access.
“This is a clear infraction of banking rules, a violation of subsisting court orders and a direct threat to the welfare of Osun people,” Awotunde said.
To substantiate its claims, ALGON presented certified documents including court judgments, valid certificates of return issued to its members on February 22, 2025, and regulatory guidelines prescribing statutory signatories to council accounts.
The group demanded an urgent investigation by the CBN Governor, insisting that the role of the Osogbo branch and Mr. Adegoke’s televised admission must be probed.
“It is disturbing that while councils in all 35 other states receive allocations through the State-Local Government Joint Accounts, Osun is being singled out for political manipulation,” the association said.
ALGON vowed to resist what it described as a dangerous plot against the people of the state.
“We assure Osun residents that we will not relent in defending our mandate and protecting the collective patrimony of our local governments. Justice must prevail,” it concluded.
