The Rule of Law and Accountability Advocacy Centre (RULAAC) has issued a stern warning to officials of the Imo State Government, urging them to stop using state power to suppress dissenting voices and intimidate citizens exercising their constitutional rights.
In a statement signed by its Executive Director, Okechukwu Nwanguma, the civil society organisation condemned what it described as the persecution of citizens for holding government accountable.
Nwanguma specifically called on Governor Hope Uzodimma and his administration to respect democratic norms, embrace constructive criticism, and ensure transparent governance.
RULAAC also demanded that the Nigeria Police immediately withdraw the invitation and halt any criminal proceedings against Mr. Chinedu Agu, a former Secretary of the Nigerian Bar Association (NBA), Owerri Branch.
The group argued that the police action amounts to an abuse of process and a violation of Agu’s fundamental rights.
“The only ‘offence’ attributed to Barr. Agu is his lawful and constructive criticism of governance in Imo State, particularly on constitutional compliance and justice administration. His advocacy is protected under Section 39 of the 1999 Constitution and Article 9 of the African Charter on Human and Peoples’ Rights,” the statement read.
Nwanguma stressed that allegations of defamation, even if proven are civil matters and not criminal offences. He cited judicial precedents which affirm that defamation should be pursued through civil litigation rather than criminal prosecution.
“The police must not be used as a tool of harassment or intimidation in what is essentially a private dispute,” he warned.
RULAAC further reminded the state government that freedom of expression is a cornerstone of democracy and must be protected.
“Criticism is not a crime. Leaders must tolerate scrutiny and dissent, which are vital to democratic governance. Where boundaries are perceived to be crossed, the appropriate remedy is lawful civil action, not unlawful repression,” Nwanguma added.
The group warned that Imo citizens, Nigerians at large, and the international community will closely monitor the situation and resist any attempt to return the state to an era of repression and impunity.
