President Bola Ahmed Tinubu has declared a state of emergency in Rivers State and appointed Vice Admiral Ibok Ete Ibas (Rtd) as Sole Administrator to revive order in the conflict-ridden state. The decision, announced during a nationwide broadcast on Tuesday, March 18, 2025 comes amid intensifying political disorder, a dysfunctional legislature, and worsening insecurity.
Noting the disintegration of governance under Governor Siminalayi Fubara and the failure of state officials to uphold constitutional duties, President Tinubu stressed the urgency of federal intervention. The recent Supreme Court verdict condemning the governor’s unconstitutional conduct further prompted the move.
Vice Admiral Ibas, a retired naval chief with a record of exceptional service, will administer the state for an initial six-month period. His authority includes restoring stability, securing lives and property and facilitating the return of democratic governance. While restricted from enacting laws, he is authorized to propose regulations —subject to approval by the Federal Executive Council and the President.
President Tinubu reassured Nigerians that the federal action aims to safeguard democratic values and ensure the welfare of Rivers residents —describing the intervention as a necessary response to extraordinary challenges threatening national unity and peace.
