IFAB Set to Debate Red Card, Offside and VAR Changes

Football’s lawmakers will consider a series of significant law changes when the International
Football Association Board meets in London on Tuesday, with proposals covering red cards,
offside, VAR and time-wasting.
One key discussion will centre on expanding red-card offences for denying an obvious
goalscoring opportunity.
Under the proposal, a defender could be sent off even if the fouled player was not through on
goal, provided a team-mate was better placed to score.
IFAB is also considering scrapping yellow cards when advantage is played and a goal is scored.
Arsene Wenger’s “daylight” offside idea is set to be shelved, with trials instead proposed using
the attacker’s torso to judge offside, initially at youth level.
Goalkeeper time-wasting, tactical stoppages, stricter throw-in and goal-kick rules, and expanded
VAR use, including possible corner reviews at the World Cup, are also on the agenda.
Any approved changes would come into effect from July 1, subject to final approval next month.
