LASBCA Urges Building Owners and Developers to Secure Fitness Certificates

The General Manager of the Lagos State Building Control Agency (LASBCA), Bldr. Gbaye Florence, has called on all building owners and developers in Lagos to apply for the Certificate of Completion and Fitness for Habitation promptly after their construction projects are finalized.

In a statement from her office in Ikeja, Gbaye emphasized that obtaining this certificate is a legal requirement under the State Building Codes and Regulations. She noted that before the certificate can be issued, building owners or developers must possess all necessary documentation, including Building Plan Approval from the Lagos State Physical Planning Permit Authority (LASPPPA), a Letter of Authorization to Commence Construction, and a Green Sticker from LASBCA, among others.

“The Letter of Authorization and Green Sticker indicate that LASBCA is overseeing the construction process through regular inspections and certifications at each stage,” Gbaye explained.

She added that the Certificate of Completion and Fitness for Habitation is granted upon the completion of a construction project, confirming that the building is safe, secure, and suitable for occupancy.

Moreover, Gbaye highlighted that this certificate is not limited to new constructions; existing buildings can also obtain it. This process assists owners and developers in acquiring necessary documentation and verifying the structural integrity of their properties.

“For existing buildings, obtaining the Certificate of Completion and Fitness for Habitation requires a Non-Destructive Test (NDT) to evaluate structural stability, conducted by the Lagos State Material Testing Laboratory (LSMTL),” the General Manager stated.
